Punjab Social Protection Authority (PSPA)

The Punjab Social Protection Authority (PSPA) is an official government organization within the Punjab province of Pakistan. Its core objective is to enhance the well-being of Punjab’s residents. To achieve this goal, the PSPA formulates and enacts social security programs aimed at aiding vulnerable and disadvantaged individuals and families in Pakistan, with the aim of fostering their improvement.

The PSPA designs and implements targeted social safety net initiatives aimed at reducing poverty, inequality, and social marginalization across Pakistan. These initiatives encompass cash transfers for impoverished and disadvantaged individuals and families, vocational training, healthcare provisions, and measures to promote children’s education. Additionally, the Punjab Social Protection Authority prioritizes the empowerment of women in Punjab and endeavors to enhance their access to economic opportunities.

The PSPA aspires to foster an inclusive society through its initiatives, wherein every individual is afforded equal prospects and a dignified standard of living. It collaborates with diverse governmental departments, non-governmental organizations, and international partners to ensure effective implementation and monitoring of social security programs. This collaborative approach aims to extend social services to the underprivileged populations and families in Punjab.

Overall, the Punjab Social Protection Authority plays a pivotal role in addressing social challenges within the Punjab province of Pakistan and advancing social welfare across the nation. The creation of the PSPA aims to furnish essential services to the lower-income segment of Punjab’s population and safeguard their fundamental rights.

One of the prominent initiatives by the Punjab Social Protection Authority is the implementation of the Ehsaas Ration Program in Punjab. This program constitutes a social security measure intended to uplift economically disadvantaged families in Punjab. The central objective is to alleviate food insecurity issues prevalent among impoverished families by offering them sufficient and nutritious sustenance.

Under the Ehsaas Ration Program, targeted assistance is extended to individuals facing severe poverty and challenges in procuring essential food items. In the face of rising inflation, obtaining food for economically vulnerable individuals has become increasingly difficult. Through a transparent and merit-based system, beneficiaries are identified and provided with nutritional support.

Ehsaas Rashan Program

The Punjab government, since the inception of the Ehsaas Ration Program, has endeavored to mitigate the impact of inflation on the impoverished. Eligible families receive a monthly subsidy of 2000 rupees per family to subsidize the cost of essential food items such as wheat, ghee, and pulses. This initiative enables families to avail up to a 40% reduction in the cost of these items through a network of designated stores supported by Ehsaas Ration Subsidy. This program is set to assist around 8 million families within Punjab.

To ensure effective distribution of food assistance, the PSPA collaborates with various stakeholders, including government bodies, non-governmental organizations, and private sector partners. The program emphasizes the utilization of technology and data-driven strategies to enhance program targeting, monitoring, and evaluation.

The Ehsaas social protection framework, which encompasses the Ehsaas Rashan Riayat Programme, reflects the government’s comprehensive approach to reducing poverty and uplifting the most vulnerable segments of society.

Masawaat Program

In the Punjab province of Pakistan, the PSPA has launched the Masawaat Program under the Transgender Person Welfare Policy. This initiative aims to support elderly and differently-abled transgender individuals through unconditional cash transfers, employment opportunities, and microcredit to foster their entrepreneurial pursuits.

Through this program, elderly transgender individuals receive a monthly transfer of 3000 rupees, while disabled transgender individuals receive 2000 rupees per month. These funds are accessible through the HBL Connect agent. Transgender individuals often face exclusion from public services and programs, leading to limited access to education, healthcare, livelihoods, and housing facilities. The program seeks to enhance their health and educational prospects through targeted interventions.

Sila-e-Fun Program

The Sila-e-Fun Program is a project initiated by the Punjab Social Protection Authority (PSPA) in Pakistan. This program addresses the absence of a social pension scheme for the elderly in the country by offering an unconditional cash transfer solution. The Sila-e-Fun Program provides dignified social pensions to senior artists, writers, poets, and media personnel who have devoted over 25 years to their respective fields. Individuals who have contributed to fields such as TV, film, literature, poetry, journalism, music, and painting are eligible for this assistance.

Eligible individuals above 50 years of age with incomes below 15 thousand rupees receive a monthly pension of 5000 rupees. The Sila-e-Fun Program aims to bolster the economic and social well-being of aging and financially vulnerable artists, promoting their inclusion and facilitating a better quality of life. This initiative reduces the economic dependency of elderly artists on their social networks.

Foreign Funded Program

PSPA collaborates with foreign funding sources to implement programs with diverse objectives and target audiences. These initiatives encompass income support, healthcare, education, skill development, and other forms of social assistance designed to elevate the socioeconomic status and overall well-being of marginalized communities.

A notable project under the Foreign Funded Programs umbrella is the Punjab Human Capital Investment Project (PHCIP). This project, situated in Punjab, Pakistan, focuses on enhancing human capital development through multifaceted interventions in education, healthcare, and skill enhancement. Foreign financing aids the implementation of various initiatives within this project that cater to different regions of the province.

Ba-Himmat Buzurg Program

The Ba-Himmat Buzurg Program addresses the support gap experienced by elderly individuals in Pakistan, particularly those without formal employment benefits or pensions. The public sector’s assistance to the elderly is limited, leaving many without consistent financial support. To bridge this gap, the Punjab Social Protection Authority (PSPA) introduced the Ba-Himmat Buzurg Program.

This initiative aims to uplift economically vulnerable elderly individuals by offering them a respectable social pension, fostering their survival amid poverty, and reducing their reliance on social networks. Through this program, elderly females receive a monthly cash assistance of 2000 rupees if their families are ineligible for the Ehsaas Programme (BISP). In the case of the eligible female recipient’s passing, male family members aged 65 and above become eligible. The program’s objective is to support the most vulnerable elderly citizens in meeting their financial needs.

Nayee Zindagi Program

The Nayee Zindagi Program, an initiative of the Punjab Social Protection Authority, is designed exclusively for victims of acid attacks. This program seeks to provide medical, psychological, and financial rehabilitation to victims, enabling their reintegration into society and advancement in socioeconomic standing.

Through collaboration with the healthcare sector, the Nayee Zindagi Program covers medical expenses and offers victims protection, rehabilitation, and interest-free loans for skill development. This comprehensive approach empowers acid attack survivors to lead independent, honorable lives and aids in their physical and psychological recovery.
