Initiated in 2011, the NSER Survey serves as a pivotal component of Pakistan’s National Socio-Economic Registry (NSER). This comprehensive repository houses data that encompasses the socio-economic particulars of every household within the nation.
The commencement of the Benazir Income Support Program in 2008, during the Bhutto administration, paved the way for a significant endeavor. Termed as a pioneering project, it aimed to engage individuals with this program, leading to the comprehensive collection of people’s data across Pakistan through the NSER Survey.
BISP NSER Collaboration
The NSER Survey’s inauguration in 2011 was orchestrated by the Benazir Income Support Program (BISP). This initiative involved NSER representatives visiting households to gather data, a process through which information was compiled from approximately 27 million households.
Collaboratively, NSER representatives and NADRA (National Database and Registration Authority) established a foundational database that encompassed the data of the entire population. Over the past decade, NSER data has been a cornerstone for programs such as BISP and various social security initiatives.

Dynamic Registration via NSER
The NSER Dynamic Registry, an integral facet of the Benazir Income Support Program, emerged as a prerequisite for program inclusion. Notably, the NSER Dynamic Registry operations are conducted within the tehsil offices of the BISP, offering eligible families the opportunity to enroll without any associated charges. The procedure for engaging with the NSER Dynamic Registry comprises the following scenarios:
- When updates are required for household information.
- After a span of two years post-survey completion.
- Incomplete participation in the initial survey.
- Desire for re-registration.
Online NSER Registration
The Chairperson of BISP, Shazia Murree, has reinitiated the NSER New Survey to encompass deserving beneficiaries within the Benazir Income Support Programme. Individuals who have not yet registered under the BISP can now be part of the program through the NSER survey. The registration process for the NSER Survey’s integration into the Benazir Income Support Program has been simplified for public convenience.
The government has set aside specific days, such as Saturdays, for the registration of special individuals including the elderly, disabled individuals, and eunuchs. This strategic step aims to mitigate the congestion faced by the Benazir office on regular days, which often poses challenges for individuals with disabilities.

The procedure entails visiting the nearest Benazir office, where comprehensive household information is collected. This information includes the number of household members, income earners, housing ownership, employment status, housing conditions, and more. It also covers aspects like identity card status and the educational status of children.
NSER New Survey Registration Verification via CNIC
It’s crucial to accurately respond to these questions during the NSER survey. Subsequently, the provided information undergoes verification, determining qualification or disqualification based on the responses. To further enhance accessibility, Chairperson Shazia Murree has introduced an online registration system for the NSER, catering to individuals with internet access.
Eligibility Criteria
Only individuals meeting the Benazir Income Support Program’s eligibility criteria can participate in the NSER survey. The criteria encompass:
- Absence of any family member is a government employee.
- Absence of any property ownership under your name.
- Possession of a valid National Identity Card.
- A poverty score below twenty-five.
- No prior assistance was received from the Benazir Income Support Program.
- No history of air travel or possession of a passport.
Mandatory Documents
For the registration process, individuals need to present:
- National Identity Card.
- Original Be Form.
- Death certificate of a husband, if applicable.
- Disability Certificate (for those with disabilities).
